Source of the error:

srfi/s37/args-fold.sls line 42:
 (include/resolve ("srfi" "%3a37") "srfi-37-reference.scm")

It seems like there's been a sloppy conversion from Surfage side and "%3a37" should have been "s37", making this change solves the problem.
Other SRFIs might have the same issue.
